Singapore, 9 December 2025 – Aster has announced a major round of strategic upgrades to strengthen energy supply resilience and boost processing capabilities at its Bukom refinery. The USD 155 million investment package focuses on enhancing crude processing capacity, improving asset reliability, and deepening integration across its oil-chemicals value chain, reinforcing Singapore’s position as a leading refining and petrochemical hub in Asia.
The centrepiece of this expansion is a USD 75 million modernization of the Condensate Splitter Unit (CSU). Once completed, the upgrade will expand Bukom’s crude processing capacity to more than 300,000 barrels per day, supporting higher output and improving energy supply stability for Singapore and regional markets.
Aster will also launch a USD 71 million rejuvenation of the Lube Oil Complex (LOC). This project enables safe, efficient, and reliable upgrading of refinery residue into premium base oils, a critical feedstock for industrial, marine and automotive lubricants. The improvements are expected to strengthen Aster’s competitiveness in the global base oil production and lubricants value chain.
To optimize shared feedstocks and unlock new value streams, Aster is enhancing logistics infrastructure to support mixed C4 exports and pyrolysis gasoline imports from Chandra Asri’s Cilegon facility. This logistics upgrade deepens the petrochemical integration between the Bukom and Cilegon sites—allowing both facilities to leverage complementary processing strengths and extract higher value from each product stream.
